Plan Summary

Haina Talents Supporting Program closely adheres to the regional development strategy and builds on the research platform for application-oriented projects for public goods, the global financial supports platform for technology, as well as the professional service platform for innovation and entrepreneurship. It aims to introduce overseas returnees, domestic experts from universities or the military industries with expertise in strategic emerging industries or high-tech fields, to settle in Jiaxing, Hangzhou, etc., to establish industrial R&D Centers or companies with market-oriented operation. Meanwhile, it fully supports the talents in being selected into the national, provincial or local talents programs including the “Thousand Talents Program”, “Ten Thousand Talents Program”, “Innovative Jiaxing· Talent Leading Program”, or “Hundred Talents Program” of the Jianggan District.

Implementation Of The Plan

  • From 2016 to 2017, the Institute Headquarters introduced and supported five innovative and entrepreneurial teams from universities, providing supporting funds of RMB 3.2 million.
  • In 2017, the Institute opened the independent evaluation channel for the incubation programs from the Innovative Jiaxing· Talent Leading Program and reviewed and selected the first batch of projects (one category A project, two category B projects, and four category C projects).
  • From 2015 to 2017, a total of 9 talents from the Hangzhou branch was identified as “Hundred Talents Program” experts of the Jianggan District, and were supported by the relevant talent policy.

Funding conditions

Meet the admission conditions of the local talent programs (coordinated funding provided based on existing local talent programs)
The recognition conditions can be appropriately relaxed for especially outstanding leading talents (such as experts from “985” or “211” universities with professional titles of and above the associate professors);

The following conditions are met

1
Leading academic and technological expertise, or have research achievements or projects with independent intellectual property rights, core technologies, or broad prospects for industrialization, which can break through key technologies, develop advanced industries and drive emerging disciplines.

Intention to come to Jiaxing to establish or lead the establishment of applied technology R&D center or high-tech enterprises.
3
Experience in business start-up or at least 3 years’ experience in R&D or management with senior positions in large enterprises or well-known universities or research institutions at home and abroad; Familiar with operational rules in related fields; strong management or innovative competencies.
4
Under 55 years of age, or under 65 for foreign experts .

Meet a condition

With one of the conditions below met 1 Overseas doctoral degree in natural sciences or engineering technology, or overseas master’s degree or above in other fields;

2 Master’s degree or above recognized by the Ministry of Education, main founder of the company, with more than RMB 1 million paid-in capital and equity fund (including technology investment) or follow-up risk capital accounting for more than 30% of the venture capital;

3 Overseas master’s degree or above recognized by the Chinese relevant agencies for non ethnic Chinese experts

4 For top-notch talents or national, provincial high-rank talents, the recognition conditions can be appropriately relaxed.

  Review process

  • 1

    Independent application

    The applicant submits the application form and a business plan to the Human Resources Department of the institute.

  • 2

    Preliminary qualification examination

    The Human Resources Department conducts a preliminary review of the application materials concerning the completeness, standardization, and compliance with the application conditions within 7 working days.

  • 3

    Background investigation

    The Department of Science and Technology Innovation verifies the authenticity, accuracy of the application materials and the background of the applicant, and jointly issue opinions with the Human Resources Department.

  • 4

    Comprehensive review

    The institute will take the lead in organizing review panelists to review the applicant and his/her project. The applicant should conduct a PPT presentation to present the project and and conduct on-site defense at the institute.

  • 5

    Review meeting

    The review results are to be submitted to the president’s office meeting for final review.

Special Note:

Special note: For especially outstanding talents (teams), such as the Millions of Leading Engineering Talents, Tsinghua University professors, and top 3 award winners of international science and technology competitions, the identification process can be appropriately simplified (the individual application can be directly submitted to the president’s office meeting for final review).

  Review conditions

Funding conditions

The funds are mainly for supporting high-level talents and teams at home and abroad with projects, technology, and funds to start businesses in the Hangzhou Branch. Applicants generally need to be under 55 years old with a master’s degree or above (or equivalent to a sub-senior title or above).

The following conditions are met

Have independent intellectual property rights such as invention patents, or master core technologies which can bring achievements that are advanced at home and abroad or are the first of its kind in China.

The entrepreneurship project belongs to key industries prioritized by the government, mainly including information services, energy conservation and environmental protection, bio-medicine, medical equipment, new energy, new materials and cultural creativity.

The entrepreneurship project is in the late stage of research and development and the initial stage of application, with good industrialization prospects.
4
The applicant is the main founder of the company; the applicant’s equity in the enterprise is no less than 30%, or the core entrepreneurial team (no more than three) has no less than 50% equity in the enterprise with the applicant owning no less than 20%. If the applicant is a foreigner, the immediate family member of the applicant is allowed to hold the share with valid proof materials provided. The actual registered capital of the company shall not be lower than the government-funded funds.

  Review process

  • 1

    Entrepreneurial talents (teams) submit relevant application materials as required;

  • 2

    The Hangzhou Branch will accept the application materials, and conduct a preliminary examination on the applicant’s age and academic qualifications (degrees) as well as the application materials in accordance with document requirements;

  • 3

    The Hangzhou Branch will organize experts to review the projects that have passed the preliminary examination;

  • 4

    The experts are invited by the Hangzhou Branch, and are generally composed of technical, venture capital and financial experts from the Hangzhou Branch, the Academic Committee of the Research Institute or Tsinghua University;

  • 5

    The review results will be sent to the Talent Work Leading Group of Jianggan District Committee for review. After the approval, a public notice will be issued by the Hangzhou Branch, the notice period being 7 working days. If without dissents, the projects are officially approved and will be submitted to the Talent Office of the District Committee of Jianggan for the record. If the applicant has not started his/her business in the Hangzhou Branch, he/she must sign a venture capital investment agreement with the Hangzhou Branch to clarify the rights and obligations as well as related responsibilities of both parties. The signing of the agreement shall be finished along with enterprise registration process within half a year. Overdue signing or registration is deemed as a waiver.

Special Note:

The funds will be disbursed when the following conditions are met: 1. The entrepreneurship project have completed the commercial and tax registration in the Hangzhou Branch with a company being established. 2. The registered capital is no less than the total amount of the funds, and the paid-in capital is no less than the sum of the funds that have been and are to be allocated. The funds will be disbursed by installments. 30% of the funds, up to a maximum of 1.5 million yuan, will be disbursed in the first phase. The rest will be disbursed based on the amount of self-raised funds in the R&D investment of the venture project and can be paid in two installments.
