The Scientists Introduction Plan is proposed based on the strategy of recruiting talents and the integrated development needs of Yangtze River Delta. It is committed to attracting talents, developing science and technology, supporting innovation, improving the overall level of scientific research and technology and the ability to transform scientific and technological achievements. It is a talent introduction plan with the main subject direction of frontier and emerging fields, which is aimed at outstanding talents and young scientists all over the world and focuses on key subjects such as digital economy, life and health, new materials, advanced manufacturing and so on.

Haina Talents Supporting Program, jointly launched by the Tsinghua Research Institute and local governments of Zhejiang Province, aims to accelerate the introduction and cultivation of innovative and entrepreneurial talents, and build a regional center for innovation and entrepreneurship, as well as a talent-gathering and cultivation highland.

Management Professionals Cultivation Program aims to introduce excellent graduates and student cadres mostly from Tsinghua University or other renowned universities in the aim of systematically introducing and cultivating high-quality and high-level talents that meet the development demands of the Institute to enrich its management professionals, research fellows and key business personnel.

In order to better implement the "Outline of the Yangtze River Delta Regional Integration Development Plan", and the provincial party committee and the provincial government's statement that the Zhejiang Yangtze Delta Region Institute of Tsinghua University should "build a solid foundation to thrive”, to make full use of Jiaxing’s strength of innovative and ecological advantages as the sub-center of Zhejiang’s regional innovation system and to play a leading role of Institute as the technological innovation platform, Jiaxing city and the Institute jointly plan and implement the action plan of "Deep Root Institute Cooperation and Construction of Innovative Jiaxing".
